Mueller’s response was simply “No” and also added that many people have done this for years now in an attempt to have “their low-quality pages suddenly seen as being high-quality.”

Mueller also emphasized how search algorithms all come down to having trustworthy, high-quality content and that the linking out strategy does not help to achieve this.
